Green Public Financial Management (Green PFM) Seminar Highlights

The recent GreenPFM seminar brought together Public Financial Management practitioners from various Ministries of Finance. The aim was to share knowledge, design GreenFiscalReforms, and address Climate Risks while promoting GreenGrowth by integrating environmental objectives into core government processes.

The seminar opened with speeches from prominent figures, including Belen Calvo Uyarra, the Ambassador of the European Union in Rwanda; Heike Uta Dettmann, the Ambassador of Germany in Rwanda; and the Minister of State for National Treasury at the Ministry of Finance and Economic Planning (MINECOFIN), Rwanda. They emphasized the urgency of implementing #GreenFiscalReforms, ensuring equity in climate action, and promoting sustainable investments.

 Key Launch and Discussions.

A key event was introducing a working draft guide called “Navigating Green Public Financial Management.” This resource, developed by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and co-financed by the European Union International Partnerships, seeks to help stakeholders access current GreenPFM resources. Contributions from the expert community will further refine it.

The seminar also addressed crucial discussions on GreenFiscalReforms and public expenditure accountability. Experts from Rwanda, Ghana, Zambia, Mexico, and the PEFA Secretariat provided valuable insights on integrating climate action into Fiscal Policies, aligning them with Climate Goals, and supporting sustainable growth.

The GreenPFM seminar represented a significant step forward in promoting discussion and initiatives around green financial management, encouraging cooperation among countries to improve climate resilience and drive sustainable development across various sectors.
